I'm looking for the best "living" steel guitar player in Kern County to pay tribute to one of the best steel guitar players of all time. 

By now, most folks who give a damn about the Bakersfield Sound and it's eventual rebound have heard the news that legendary steel guitar player, Tom Brumley died Tuesday, in Texas, of a heart attack, at the age of 73.  Now, his memory lives on and his legacy is cemented in a brand new song---a song called Man of Steel (with Heart of Gold).  It's from the CD, From Buck Owens Blvd. to Merle Haggard Drive, and it's also available in its present form as a downloadable single:
